Some fish can some can't I have spinny eels (they are fish not salt water eels) who swim up down forward back all around, I've seen my bettas swim backwards as well as my sword tails. I have not seen any of my angel fish, gold fish or koi swim backwards.
I have heard on shows about sharks however that sharks can't swimback only forward and other fish that are larger attacking fish do the same.

No they drown if you pull them backwards in water, due to the gills.
