Virginia was the first slave state as slaves were brouht as early as 1619 to Jamestown , the first English permanent colony in America.

The first four answerers replied correctly, so do not hesitate to award 10 points to one or all. There were no states until 1789. Then, almost all, including maybe New York, had slaves. So the best answer that I have for your question is that there are plenty of candidates for this shameful honor.

Florida. The Spanish settled it before the English settled Jamestown, and the Spanish colonies began importing slaves in the early 1500s.
