People with blue eyes usually have flecks of another color such as grey or green in them. Or, their eye color can be considered greyish blue or violet blue or blue-green. I have found that using that secondary color (grey, green, violet, etc.) as an eyeshadow shade will bring out the blue in your eyes. You can always play it safer by using a greyed version of a color so it doesn't get too bright or garish. If your eyes are just blue, without any other color tones or flecks; then using neutral colors like brown, grey, taupe and silver work good and lighter colors such as mauve, pearl grey, pale pink and pale peach look great as higlights.
Just stay far away from light blue! It may make your eyes stand out, but people will be looking at your eyeshadow more than anything!
A good look for special occasions is gold eyeshadow. Tone it down a little bit with brown tones and it really makes the eyes pop.
Black or dark brown mascara really shows off blue eyes also.

I'd try a dark brown eyeliner to contrast with your eyes and a lighter, peachy-pink eyeshadow for a nice spring tone.

You'd think blue would bring out the blue wouldn't you? Won't. Best colors for blue eyes are 'neutrals.' They will make your eyes really stand out whether they are robin's egg blue or grey blue.
