If it is a CRT:

Set the refresh rate to be 75 Hz or 85 Hz.

If it is an LCD:
Set the refresh rate to 60 Hz.
Set the desktop resolution to be the same as the native resolution of the panel.
Put up a screen with a lot of text in it and press the auto setup button on the monitor.

Font smoothing will not cause your text to flicker. What is does do is blur the edges of characters slightly so that diagonals and curves in letters do not look jagged from the pixelization of the LCD panel. Personally I turn this off because I prefer jaggies to the slight blur, but it is a matter of personal preference.

Your monitor's refresh rate might be set too low. Try increasing it the flicker should go away then.

Animated ads take up so much of your computrer that it can't get to you. You get the leftover cycles as it can give them to you. So you only get a cursor every fraction of a secongd.
