It sounds like two things are going on.
You are a perfectionist.....and your neighbor is an ****** who has decided to bother you because he realizes you are a perfectionist.
If you think there is any chance your neighbor will respond to polite conversation in which you ask him to stop mowing, I'd recommend it. Otherwise, try to focus your attention on other things completely for a while. He'll get bored of his game if you don't react anymore.
Good luck. I think "neighbor" is a dirty word.

It's just grass, let it go! My Dad was a grass nut too, he took time away from me and my Mom just to make the grass look good. He traveled all week and only had weekends at home. He's gone now and I'd give anything to get that time back and spend it WITH him! Where are your priorities?

He maybe trying to mess with you in a joking way. It could be worse, my neighbor who plays his electric guitar at 3 am and it's really bad (the worst I've ever heard)
* Oh, it's your grass will tell Mr. Ace-ball that it's your grass and show him the blue paper print property lines. If that does not work file a police report and that is only if he is not joking.

I'm sorry but I can't get too worked up over the length of grass, which will vary from day to day depending on growth, with all the other serious problems there are to be solved in the world.

OMG, do you live next to my BFF? She accidently mowed a tiny strip of her neighbors yard too short.. he knocked on her door and had a hissy! Thought he was gonna have a heart attack over a strip of grass!
Get over it.. its grass, it will grow... there are more important things in life to worry about!
Now my BFF is leaving a strip of grass and not mowing it.. so it will get tall/long just to irritate the nieghbor. we have even talked about putting zoyza plugs in his lawn late one night.. so eventually his yard will turn BROWN from fall thru spring and look like sh*t.. once that stuff growing/speading.. you cant stop it.

Just relax and simply ask him to not mow that part of the lawn. just tell him that you have this "weird thing" about your lawn and you would love to mow that strip of grass.
we all have those "weird things" and if we don't most of us can at least relate to someone we know who does....like monica from friends. my girlfriends always laugh at me b/c there's a certain way i load my dishwasher!!! they're always like "ok monica!!"
so, just try to be light and funny and self depricating about it and he might just understand:)

Maybe he's just trying to be a good neighbor. It's not a huge deal so don't make a big fight over it. Count your blessings they're not extremely loud or violent.
