Stomata are the many tiny pores in the epidermis of a leaf. The stomata let carbon dioxide enter the leaf for photosynthesis and let the oxygen go out of the leaf.

In most dicot plants there are far more stomata in the lower epidermis than in the upper epidermis.

Not sure why they would refer to "stomata in cuticle" because the stomata are part of the same layer as the epidermis. The cuticle is a waxy layer that covers the epidermis.
