T.O. did and he will keep dropping them. But when he does catch a ball he makes a big play. Thats why he led the NFL in TDs but didnt make the Pro Bowl cause he had so many dropped balls.

Its not an official stat but Al Davis counted TO having 12 dropped passes, the most in the league by his count, but since its not an official stat no one will even know who acually lead the league in dropped passes
