You need to be an adult about this and tell her the truth, she has let you down as far as a Friend goes..
She can't expect to be there for the good times only, a good friend is there for both the good and bad times and she hasn't been...
Stop feeling obligated to her, you owe her no explanation as to why you did what you did as far as invitations go...
Simply say " I invited only very close friends"..That will give her the message...
If she wishes to be a part of your life then she needs to be there for all of it, not just the good times...

Explain that you could only invite so many people, and that she unfortunately didn't come top of the list as you don't feel that you are very close, because of the reasons that you stated. But then ask her if she'd like to meet for coffee or something one day, so you can spend some time together.

Maybe this friend is being a good friend in thinking of you at special times such as your birthday! maybe you should confront her and express your feelings to her after all she is supposed to be your friend and if you know her well enough you should be able to express these thoughts! ask her why she is unable to make more time for you? are you inviting her to other occasions when you go out? is there a clash in the group of friends you have? does she have issues you dont know about?

Just say that you're only allowed, say five friends and your mum won't let you have any more - if in doubt, blame your parents. Try sound most indignant to make out thyat you are really disappointed that she can't come (even though you are not).

Tell her how you feel. Tell her that you feel like the only time she wants to be your friend is when you are having a party or get together and you feel like she is taking advantage of you or using you.
