This is an interesting question and I have absolutely no idea where to find the information, but I would bet it would have to do with either some cultural or ecological influence.
My reasoning? Cultural influences - say, a holiday or a specific celebration such as a spring festival on which people might be inebriated or have spring fever and take it into the bedroom. Nine months later, a baby boom. That would occur each year.
Similarly, the winter months bring couples together and babies are born in the spring. As in nature, so too it is with us.
Either would account for larger numbers of one astrological sign over others in a particular country.
Obviously these particular influences would be different in different reasons.
