I was amazed..my face looked worse than if I had been in the sun! I think UV rays are worse in the clouds than the sun itself!

Along with the exposure to the non seen rays of the sun, you also might have an effect of wind burn wich will also give you a reddened irritation of the skin caused by exposure to the wind.

Yes, you can become sunburned even if there are clouds. Very thick clouds tend to catch many of the UV rays, but the lighter the cloud cover, the more are let through.
My local paper has a "UV rating" each day to let you know how strong the rays are, and it is always interesting to see a high rating reported even on days when there is milder weather and cloud cover.

I do not believe that the clouds heighten the affects of the rays -- even light cloud cover should block out some of the UV rays, but 16 hours is a lot of time to spend outdoors, and it is not surprising that you were sunburned.

Easily. Sun exposure, not temperature determines sunburn risk. clouds diffuse (scatter) UV, but a lot gets through, so, just like light, it appears to come from all over. There are no shadows.
