Because Kyoto was widely acknowledged as being a totally worthless piece of paper. Even Bill Clinton, who signed the silly thing, refused to implement anything on it. Most of the other countries who are signatories are not carrying through with its requirements. And some of the biggest polluters in the world, i.e., China and India, were not even held accountable for anything.
