You're after 'Stationery!'
Tools>Options>Compose(tab)>Stationery(heading)>Create New.
Hope this helps.

When you open the Outlook Express window look up in the top left hand corner where it says "Create Mail". There should be a drop down arrow just to the right of the word "mail". Click directly on that arrow (and not the Create Mail button) and it will give you a list of stationaries that you can use. The only problem with this is that you have to use this drop down arrow each time you want to send an email using the stationary.

Hope this helps.
