From what I understand, it was not that Prince Harry was unwilling to go to war, but that the army officials will not allow him to for his safety and the safety of those that will be around him.

He wanted to go, because he had absolutely no care or concept of how it'd affect his country. The powers that be decided he was NOT going to go because, and this is a BIG SHOCKER....There had been threats specifically against him.
Wow! Who'd have though that a prince of a country who goes to war would be targeted?! (Can you sense the sarcasm here?)
At least someone finally woke up.

the reason why prince harry is not going to war is because the iraq people are rewarding the first person to kill prince harry. its not prince harrys decision. they did it in his best interest.
