I would have not based my decision to work for a firm due to the fact that it may have been foreign-owned, unless, it was owned by a citizen whose political agenda I could not agree.

It would be better written as:

I would work there, unless the firm is owned by a foreign citizen with whose political agenda I disagree.


(In the context, "would" implies a decision that has not been made; therefore, "cause me to hesitate making a decision" is extraneous.)
