60 is way too hot. mine has never been that hot even when I am using it for all it's worth and i have it overclocked. it should be under 40c if you are idle and have nothing running

get thermal compound to put between your heat sink and cpu and see if that does anything to drop it

60 C is a bit warm.

The CPU fan can only cool the CPU if the air it is blowing is cold.

If the air in the system is hot then:
Make sure that the air inlets and outlets of your case are not being blocked by anything.
Make sure all the fans in the system work.
Make sure that the drive cables are not blocking the airflow.
Possibly upgrade or add fans to push more air though your case.

If the air in the system is cool and the CPU is hot then a bigger/better fansink would help.

As far as I know Arctic silver should be put on as thin as you can get it so that should not be the problem. Have you check the airflow or kept the dust out of the case? Maybe an extra fan. Intel may slow down but then AMD blow up when they over heat. I think that you can set the boards alarm to go off but you are too close to the danger level

from what i have been reading for an intel that is fine. if it was an amd i'd definatly suggest a better cooling solution. but heck go with a zalman 9500 or 9700 some of the best cooling around or take the big dive and go water cooling.

at 50 or 60 it should be overheating and turning off. i would make sure that the fan is propely seated and that there is enough grease between the processor and heatsink. you may have a bad motherboard.
