Per capita, I think you are correct...we have the most in LA. However, its the big states that have the most. If I had to rate, it would be in this order for top 5:
Florida
Texas
California
Louisiana
Georgia
Louisiana is getting even more into the pros lately, but the huge populations in the states above us on my list will continue to have more just because of volume. (Its nice to see that LSU pretty much has a lock on the LA players and is getting more and more from the bigger states.)

I believe The state that has the most talent when it comes to football is Georgia. I know the facts may say California, Texas, or Florida but if you look at the major college football programs you will see a player from Georgia. The Bulldogs and The Georgia Tech Yellow Jackets both feature a majority of there players from the state, and contend for the SEC and ACC every year as well Does 1aa Georgia Southern, contend for the Southern Conference. If you look at the talent around the SEC and ACC you will see almost every team has a player or two from Georgia. Look at some of the NFL's Stars over the past, Fran Tarkenton, Rodney Hampton, Jamal Lewis, Adrian Peterson, Hines Ward, and Terrell Davis and the list goes on and on. Not only does the state of Georgia put players in the NFL but some of the best ever. Last name the state that has the high school the has won the most games ever, A major college that has won 2 National Championships and 12 SEC championships, and another major college program that last year won its division in the ACC. The answer is Georgia

According to the NCAA, that would be Florida. They have more students on football scholarships at D1 and D1AA schools than any other state in the union. This is not just including in state school, but also schools around the nation. Floridians played for 77 different D1 schools in 2006. Texas was second with 49, Georgia was third with 45.(LA did not make the top ten, so it is less than 15 schools out of state) However, this does not take into account states like California, MIch, and Ohio, that recruit heavily in state, and thus keep talent at home. When it comes to the NFL, it is impossible to determine. Player may come from one state, go to college in another, and get drafted by another city entirely.

I agree it's Louisiana. If you go strictly by percentages, Louisiana has more pros than any other state its size.
If you go by sheer numbers, Louisiana is right up with larger states such as Texas, California and Florida.
All of these states have at least twice the population of Louisiana.
