Also, please note, if you are intending to have something on one of the National Parks, check with the authorities at the park. I believe they have separate permitting requirements.

Yes you do need a permit to shoot a video. The bets place for you to obtain information is from your municipalities public information office or from the events planning office.
You'll will definately have to provide insurance, get permission from the police and fire departments, there is a long list of hurdles you will need to jump through.
However, your first step will be to contact your municipality and find out what you need to do to get the process started.
