she is very active and also sleeps in the water, she eats like a horse and poops all the time.

Staying in water is bad. It causes fungus and shell rot. They do this because the water is too warm. If the water is above 75 degeese F they see no need to bask so they don't. They bask to warm up and if the water is warm enough they see no need to bask.
Another possiblity is if you just got it, they are shy and take a while to warm up to you. Also sometimes they just dive in the water when someone walks in the room. Mine stays basking when I walk in the room but when my fiance walks in, it's back into the water. So maybe your turtle is basking, you just haven't caught it doing so.

She should be basking, if it is that she is just skittish then on her basking spot try to put some (non toxic) plants up there so she can bask without being afraid. My young turtle will bask only when people aren't in the room. Any sudden movements he jumps into the water again. So try to make her feel safe and have a place to hide while she basks. Make sure there is a heat light no t just a normal bulb. Make sure your land area is accessible for her too. my turtles climb vertically to get to there land instead of using the ramp but the littlest one doesn't because he cant pull himself up and I had to switch stuff around. Try the plants and what not. Good luck

Red-ears normally love to bask.
Is there a warm basking light?
Is the basking area easily accessible to the turtle?

Like many have said you may not be seeing her bask, but if you are worried take her outside to play in the grass on a sunny day. Have a pen that will keep her safe from predators, or stay right with her. I take mine outside at least once a week. Watch her carefully they are faster than you think.

This could mean that the basking site is too warm, too cold, to uncomfortable, too exposed, too hard to climb onto, or many other options.

Eats like a horse is a good sign, unless she is being overfed- which is very easy for turtles.

young red ears are very shy. she may be basking when you aren't looking. red ear sliders are aquatic so most of their activity occurs in the water.
