If you have an adequate HOT power filter that should create some movement across the sand. Other than that a power head would probably be the best bet. You could use plastic hose for the out put and poke holes along it to create a spray bar effect along one side of the tank so it won;t move the sand around a lot.

Use an air pump and stone to create a little movement, and add a side filter or any slim filter that can be placed near the bottom of the tank. I am not sure but you could add an extra under gravel filter, but use it under the sand it might move it a little.

you dont need movement across the top of the sand, your movement comes thru the sand, top to bottom,
via your undergravel filter up tubes that should have airstones in them, w/
a good airpump connected. movement across the top of the sand would conflict with the bacteria cultures, living in the sand and undergravel filter. ive never heard of anyone wanting to do this, in 30 yrs.

I would use an air stone and air pump if I were you. Youo could also get a water pump such as this one-http://www.drsfostersmith.com/Product/Prod_Display.cfm?pcatid=4671&N=2004+113041

An undergravel filter would also work, but it might suck up some sand.
