I had kept a 3X1.5X3ft tank for 6 years now. Recently i noticed that the bottom of my tank was dripping water. What should i do? I cannot afford a new tank now. Any place that i can send the tank for repair and how much will it cost?

Yes, you can silicone it yourself. Just make sure the silicone you buy is 'food safe', which is aquarium safe as well. If you don't trust yourself to do this then you should start looking for a used tank or something. If you want advice from a store, find a reliable independent - the big box stores rarely know what they're talking about.

Find where the leak is, empty all the contents and go to your local hardware store or pet shop. They will probably have a specific silicon glue made for aquariums http://www.thatpetplace.com/pet/group/10458/product.web
Cover the spot with a thick amount both outside and inside the aquarium, and smooth it out. Let dry for the amount of time warranted on the product and the leaf will be fixed. This glue will usually run around 3$ - 5$ a tube.

A good silicon glue will probably seal that up. You'll have to drain the tank and clean it really good. Then seal the spot and let it dry thoroughly. You might want to get advice from the nice folks at PetSmart before you start. You may have to treat the water so there won't be any after affects from the glue.
