I can think of a couple of possibilities from natural coloration, to Head and Lateral Line Erosion, bacterial infection, and Uronema. Without being able to see the fish myself, you'll have to do the actual diagnosis. Be particularly aware if there's any pitting in the area or if there appears to be bloody "streaking" associated with the area.

It is developing it's mature colours. If it had already done so and is a mature adult, research this further, but sometimes fish, especially fancy goldfish, can change colours. If you are still unsure consult you pet store. They should be happy to help, it does not sound like any symptom of any fish disease, unless it is developing sores and ulcers, it should be fine. If it is developing ulcers and sores, buy some anti-bacterial treatment it is really effective, won't harm any of the other fish in the tank, and will clear up the ulcers and sores. Hope this helps!

What type of lionfish do you have? I have a volital. If the spots look like the rest of him, then he's just developing more color. Have you changed his diet? We need more info.
