They only did that to create controversy and sell more magazines. I'm sure the voting was decided a while ago and its not going by her recent news story of her coke induce nudity parties. She has been in some movie roles lately and of course has i believe two record albums out, but she should be on the "most controversial" list. lol, she'd be competing against Paris! I do remember an article a year or so ago about her dad in jail being mad that most of the prisoners had a pic of Lindsey on their walls. maybe there is some backing to that hottest female, but to beat Alba and others?

I gotta say she bought or blew her way to get the #1 spot. She is hot but not the hottest. Jessica Alba is #1. Lohan is about 1 rail of cocaine away from being in the next celebrity porn video released. But I would check that one out though. LOL

Lindsay is absolutly hot . I like this girl but she 's so young & gets into troubles alot though she wants to show she has grown up & become a fully grown woman but i do'nt think so !

Not even a little bit! Her projected public personality is enough to turn off anyone. Take into consideration her "alleged" work ethic, drinking and smoking habits and it just makes for one all-around unattractive person.

No,I disagree.I don't care how expensive her wardrobe is,she always manages to look hung over and tacky.The girl is a mess.I would have given it to Jessica Alba or Amanda Peet.They are hot and also have class.
