A swelling along the side of a turtle's face is usually an abscess- the result of an infection.

It is NOT recommended that you treat this at home unless you have experience with minor surgical techniques- the actual 'operation' is not a big deal, but it generally takes prescription anti-biotics to deal with.

It MIGHT be an abscess.
If you can't or won't take it to the vet, you can CAREFULLY lance it and drain it. Apply antibiotic and keep the turtle out of the water for a few hours afterward.
If it's an actual "tumor" which is unlikely, you can't do anything with it at home.

It may be a tumor, but it could be a number of other things as well, such as an inflammatory or infectious process. The best thing you could do is take your slider to a veterinarian to get a quick sample to observe under the microscope.
