So I put the CD in and restart the computer and everyone friends, online people, and family is telling me that a screen that says "press anykey to boot from CD" someone said something about BIOS and yes I do see that when my computer restarts but I don't know what to do then.

When first starting, press "DEL" and enter BIOS setup. Find the boot order and make the CDROM the first device. Save and exit. Many BIOS don't allow you to choose a particular CDROM if you have more than one so you might have to put the disk in the other CDROM.

Insert a bootable CD (like the Windows install disk) and yes you should see "Press any key to boot from CD" - press a key.

Then you should see the Windows install disk run, examine your computer and load drivers. At some point it will ask you to install or format the drive (make sure to backup before you delete partitions or reformat)

Keep going. Get your files copied. Reboot. If you still have trouble, then you mess with BIOS. Frustrating? Always.
