Styrofoam is an insulator. Metals are excellent conductors of heat and electricity.

The styrofoam is the better insulator because it does not conduct heat (the definition of an insulator). This means the heat will be kept inside.
The metal will conduct heat, meaning it will draw it away from the cup's contents.
