Truing rims is an art of sorts and is best left to someone experienced.
If you really want to learn ,get a junk wheel, a truing stand ,a spoke wrench and a grease pencil and start practicing.
I can guarantee you don't want to learn on your own wheel.

Provided the rim is not bent, then it's not too difficult. You will need a jig of some sort into which you can securely mount your wheel. A spare swingarm held in the vice works well, provided it is long enough to take your wheel. With the wheel mounted on a good fitting spindle, and spaced to prevent it moving from side to side, you can then use a measuring device between swingarm and rim to locate the point of maximum run out. If you understand that the rim is held central on a wheel by the tension in the spokes, then by loosening spokes on one side and tightening spokes on the other, you should be able to true your wheel.Having said all that, the spoke nipples may well be seized, preventing adjustment. Only make very small adjustments at a time and remeasure to check your progress.

it takes time and skill. If you are willing to try? more power to ya! If you are not that adventurous, take it to a local shop, they may know someone who can true the wheel for you

find an (OLD) hog rider in your area and take him a 30 pack of BUD or OLD MILWAUKEE and your wheel and bearings only (dismount the tire).
