It is a body of democratically elected members that looks after the municipal works in the urban and semi-urban areas. In the rural areas of India, a Panchayat works in similar fashion, while in major cities it is a Municipal Corporation.
The work is basically maintenance and sustenance of public amenities. This include maintenance of roads, sanction of building plans, cleaning of garbages, drinking water supply, maintenance of sewerage and drainage systems, running of low cost schools and hospitals, etc. They also have some control over shops and business.
