Most likely cause is a siezed brake.
The brake shoe probably has bit into the drum and now preventing it from turning.

It sounds like the tensioner turned to far, or the tensioner and or brake cable assembly has fallen off, almost any person with brake experience can fix it for you, ford trucks do the same thing, they will lock up drivig down the road and you have to crawl under the truck to back the tension off every few times you hit the brake. You may have to try to loosen the tension to get the drum off if a Big hammer fails to do the job. Does the emergency brake work?

usually this means the brake cylinder or caliper( yes , a few cars come with disk brakes on all wheels), is locked up and usually u will have to carefully remove the drum or rotor and then its usually cheaper to get a rebuilt cylinder or caliper and replace the unit and be sure to bleed all the air out of the system before driving the vehicle on the road. This is what happened on a few of my collection of various vehicles over the years. All the best

The parking brake cable could need lubrication, repair or replacement. Try applying the brakes several times as you back up hoping that automatic brake adjusters will fix the problem. If necessary, remove the rear drum to see if you have a leaking wheel cylinder.

It sounds like either the rear brake on that side is stuck or has come apart and locked the wheel, or it could be a axle bearing that has ceased up. Take the wheel and the drum off to have a look see! It should be evident.

Could be a bad WHEEL BEARING that has locked up. The most likely cause is the emergency brake has been applied and has stuck. Most car owners do not use their "emergency or parking" break. You will most likely need to have the car towed to a repair shop to have it inspected. Neither of these two will be a cheap fix but you will need to have it inspected and repaired by a qualified mechanic.

The brake could be seized up, the wheel bearing frozen, or something could have caught an emergency brake cable for that side and jammed the brake on.

most likely a seized brake shoe. couple of things, the hand brake may hove not released. sometimes the cable it runs through gets rusted and will not release. you would have to get underneath and try to work it loose. alternatively, the hydraulic line may have gotten a clog and not allowing the pressure to release, though unlikely. thirdly, the bearing could have siezed. try to drive backwards and see if the brake releases.
