'e-by-gum' (how you would pronounce it)
Is similar to saying 'oh-my-gosh!' but is a type of slang from the Yorkshire area of the UK.
So what was said in this question was just a joke. (British humour).
So using the 'o-my-gosh!' example - we could say:
Oh my gosh! I look at that two-headed chicken!
Using 'e-bye-gum' we could say similar:
E by Gum! Look at that two headed chicken!
