Even if Bush and Cheney were impeached,
It would not make the Speaker of the House the President.
Heres what would happen.
They impeach Bush,
Cheney becomes President,
Cheney nominates someone to be the new VP,
The Senate approves them.
They impeach Cheney,
The new VP becomes President,
The new president nominates someone to be VP,
The Senate approves the new VP.

No, they are not in jail and will never be there. Try to chill out and accept the fact that you live in a country where you do not have to worry about terrorists beheading you in your front yard, thanks to the current administration.
