Well considering it gives the economy a chance to regulate its own emissions, which is the dogma of conservative ideology on the economy being able to regulate itself, with an environmentalist spin, i think it is a great idea.
If the business wants to make some extra $$ off the carbon credits, they can reduce their own emissions and sell them to someone else.
this way there is no "damage" to the economy(even if that assumption was sound) and more responsible corporations are being paid to be environmentally friendly.
whether or not it will work for the long haul, is a matter of doubtful speculation, but it is a great test of whether or not the economy has the ability to regulate itself.
