I really like brettj666's ideas, unfortunately most of the issues he brings up are moral dilemmas that are unregulatable and unenforcable but all the same they are things that should be brought up for public discussion.
Things I would like to see in more stadiums:
1. Better parking and better public transit to, from, and around the stadiums (some are better than others in different cities). Wrigley Field has a pretty good public transit network around it.
2. Price caps - I understand that we live in a capitalist country and I'm all for capitalist marketing but it should result in more competitive LOW prices, not competitive high prices. Paying for one beer what I could buy a 6-pack for is absurd! Same goes for the hats, t-shirts, tickets, etc.
3. Better security, not just in the stadium but around the stadium and the parking lots - Yankee Stadium in the Bronx... I'm looking in your direction here.
4. Family friendly sitting - I like to drink beer at ballgames, and I get a little rowdy sometimes. I like to rag on opposing team's players and give umpires a hard time... sometimes I use some pretty salty language, (especially after a few beers, see above reference). But I try to keep it under control when I'm sitting amongst families with kids. Not everybody does that and it's a shame. If I was married with kids I wouldn't want to take my family to a ballgame and have them subjected to that kind of behavior. I would like to see more family designated sections where alcohol is not sold and seating is better priced. Maybe better family oriented facilities closer to these sections (i.e. restrooms better suited for families).
5. I know I'm going to get hated on for this but I think that public smoking areas should be preserved. I'm not saying that we should start allowing smoking back in the stands and seats but the "smoking ban" craze is getting a little out of control. People who smoke have just as much of a right to be at the game and enjoy it to its full potential as the people who don't smoke. The majority of parks are outdoor stadiums and smoking sections are easily spotted, and usually confined or they are open enough that its not going to contaminate non-smokers tender little lungs. Plainly put, if you don't want to be around the smoke at a ballgame, stay away from the smoking section! It's easy, you've already got the rest of the park to wander through as you please and enjoy the fresh, clean, and pure smells of the stadium. Leave the smokers their cloudy little corner of confinement used for five minutes at a time in order to hasten their own death.
6. Going back to the point I made about price caps - salary caps. This would lead to cheaper prices for everything from free agent signings, to ticket prices, right down to salted peanuts as well as more competitive baseball which would lead to higher T.V ratings everywhere, not just New York and Boston, not to mention a broader fan base across the country. Tampa Bay might actually have some kind of a fanbase if they could compete in the off-season market and put together a better team (that and their owner wasn't a jackass and the GM a moron). Look at what the salary cap did for football... o.k. maybe that isn't the greatest example but the point is, anything is better than what MLB has right now. The luxery tax is a joke and everybody knows it as well as the "profit sharing".
7. Lastly - I think every ballpark should have a Wrigleyville around it (loyal-to-team themed bars, restaurants, etc.) Around every park should be something an area like this. Boston also has a nice setup like this. St. Louis and Houston aren't bad either. Ranger's Ballpark in Arlington - I know Arlington is bad but for crying out loud we need something!

I would say cheaper tickets except that's just because I'm a cheap a$s.
Cheaper food/drinks...$8 for 16 oz of beer??? I could buy a 6 pack of good beer or a 12 pack of cheap beer for that much.
As far as the game goes, get rid of "K-Zone" during nationally televised games...who cares if an ump calls a strike on a pitch that was 2" out of the "K-Zone"....as long as he's consistent, I could care less what he's calling a ball or a strike. Along the same lines, I would like to NEVER hear the idea of instant replay brought up in the media. It's not a part of the game. People complain the game is long enough as it is.
Get rid of the "All Star game winner gets Home Field in the World Series Finals" bull crap. If the NL would have won last year, the Cardinals with an 83-78 record (.516) would have had home field over the Tigers with a 95-67 record (.586)...not that it mattered in this case though. The idea that a team with 12 less wins through a season could get homefield is wrong in any way/shape/form.

What do I want, if a wish list were fullfilled.
Double headders. Cut the price of the game ticket.
Reduce the cost of parking. Make the game more fan friendly again.
Too many teams have these value plans, where they raise the ticket prices on certain good teams. Get rid of the day night double headder. Go back to a Sunday DH.
Have some daytime world series games. If you live on the East Coast the game ends after 11 p.m.
Some of the 1960s ideas should be returned to the fan.

Coming from Chicago, I want every stadium to be a Wrigley Field. You want to do a report on what baseball fans want? look at the Cubs. They are terrible, and yet game after game the seats are sold out. People want a fun atmosphere. A place to go with the family. I've been to Comiskey (It will never be US Cellular) and let me tell you, fans are nasty there. Giveaways are always a good thing (first 10,000 fans get a free hat or something). Also, you ALWAYS need a wrigleyville. I am not a cubs fan at all (go yanks!), and I love going to their games.

I want a salary cap.
I want stadium concessions to NOT be able to sell something for more than they do on the outside.
I want sensitivty training for all 6 year eligible players to understand the money they make is NOT the same as they would in the real world and the fan you just shunned for an autograph pays your salary and you make 3x in a day what he/she makes in a year.
I really would like Scott Boras to quit the agent business.
I would like certain fans to understand their allegience is only a matter of circumstance and geography.
No team "deserves" to win the world series
I would like a standard markup on the value of the brand. Is a shirt worth $8, but $48 with a MLB logo on it?

I regret to inform you that that ship has sailed. Since the 1994 nonWorldseries, I have had a greatly dimished interest in the business. to compound my disinterest, the commissioners keep shooting their sport in the foot, not unlike the NBA's current and ongoing slide.
Good luck on your paper. Don't just rely on a spellchecker to cure its ills. Prevail on a couple of detail-oriented acquaintances to give it a once-over for you before you submit it for grading.

Well considering I worked at US Cellular Field home of the WHITE SOX the main things fans want are winners.They love the certain players and on a certain day they sign autographs,the fans love the giveaways at the park (like the first 5,000 get a bobblehead) gotta have beer,hot dog day very busy half price,fireworks during homeruns and at the end and they love when the team wins the world series like the sox!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
