"What happened during the year 1961?"
The decade of the 1960s can be called the '60s.

By November 1961, the U.S.A. under the Kennedy administration began to increase the number of military advisers to 16,000. But, since World War II, and even the Korean War were in living memory, the song "Where Have All The Flowers Gone?" could have been written about those wars too.
