Easy and cheap fix...Just replace the flapper.

Remove the tank lid. Check the water level in the tank. It should be about 1/2 to 3/4" below the overflow tube. If it is lower than that, you are not getting enough water for a full flush. You will need to adjust the fill valve or ball to allow more water into the tank. Next, flush the toilet and see if most the water drains from the tank before the flapper closes. If not, shorten the chain/strap that connects it to the handle until the flapper "just" allows the flapper to seal.

There could be a couple reasons.

First, is your flapper could have a leak in it not causing it to float up like it should. The float normally has a bubble of air in it to help it float up. If it cracks it won't float up like it should.

Second, your chain may be too long and needs shortened up a little bit betwen the handle and the flapper.

Finally, it may be the handle itself. I changed the handle on my toilets to a fancier one that has a bronze arm on it instead of a plastic arm for looks sake. I wanted a porcelain handle instead of a chrome plated plastic one. Anyhow, the weight of the bronze arm inside of the tank tends to want to allow the flapper to go down too soon, whereas the plastic one kind of floated on the water. I haven't done it yet, but I'm planning on adding a piece of styrafoam onto the end of the bronze handle to get it to float just enough so I don't have to hold the handle forever. Of course if it floats too much, my flapper may not want to fully close once it's done flushing so I'll have to trim away at the styrafoam until it floats about the right amount.

Look at the water level in the tank. Is it too low and not enough water to flush? Check to see if water inlet valve is all the way open. If you don't have a float then make sure the water tube is seated right into the center tube in the tank and connected tight at the bottom on back left. This happened to me and that is what was wrong. Flush with top of tank open so you can see what is going on.

The flap valve is connected to the handle lever, you might either want to lengthen or shorten the chain! If it still does not work, you should consider in investing in a new flapper.

It sounds like you need new "insides" for the toilet. Stop in at your local plumbing shop with the brand of toilet and they can get you a new kit to install-relatively easy. Or if you are not a do it yourselfer-they will come out and do it for you-of course with a charge though.

You need to slightly shorten the chain that connects the handle lever to the flap valve.

Your not saying that you didn't have this problem before. If so then it is the chain, but not then it can be calcium build up.
Get lime away it should fix the problem.
