Recently, iwas watching my turtle eat live fish, and he brought his arms up and stated vibrating them. and he is the only one in the tank. is this normal?

You do not provide a lot of information for this, such as species of turtle, whether it did this while eating, etc., however this is nt uncommon for some species to help them rip the food apart and position it for swallowing.

If this has only happened once and it was for less than 5 seconds, then you're fine. If it was for longer and has happened a lot, then it needs to be seen by a vet. I don't remember what causes it but I do know that if it happens frequently enough, it causes internal damage.

Harold, I tried answering your question before.
Male red-ears do that as part of their mating ritual.
Don't know why he's doing that with fish, but there's nothing physically wrong with it.
Time to move on!
