Girly and sporty? Depends...
It is possible to walk into Hot Topic and find girly contrast to popular beliefe, but just be willing to pay the price. Hollister isn't bad either.
You can go anywhere and make anything girly and sporty. Cute tennis shoes and a colorful, cute, fitting tshirt with baggy shorts works for me.
Hot Topic, Hollister, A&E, Target, Khols, Jc Pennies, Macys, Old Navy, etc. :)

Depends. Is she spending her own allowance? If so, you may want to consider a bargain-type store, such as JC Penney or Goody's. I've never had a problem finding really cool clothes at either place, and they're generally less expensive than most other clothing stores.
Limited and Limited Too have some good deals, especially during a sale. And you can't deny they're pretty stylish too.
You don't have to spend a lot of money at designer places to look cool and sporty, and you don't have to go to a thrift store either.

I live in UK, and the best clothes shops for that age would probably be New Look. I don't know if you have it in Ameica, but it has a massive selection. It's all fashion, but it quite cheap, although you couldn't tell, so it's good for people who are still growing.

try...

just look around for some sporty stuff they have lots if you just keep an eye out..
also try www.adidas.com they usually have some cute stuff, that i love
