It's a proposed discovery. It needs to be verified by other sources. Don't jump to conclusions.

Dark matter was not discovered it was invented.
A galaxy rotates and the outer arms are locked in step with the galactic center.
In a satellite system bodies orbiting at a distance must slow down or they will spiral away.
Dark matter was invented to prevent the galactic arms from flying away.
A galaxy is not a satellite system and dark matter is not needed.
A galaxy is the end stage of an evolving universe.
Activity at the galactic center causes the arms to be drawn to the center.like the spoke of a wheel, the same activity causes light from the galaxy to be red shifted.
The red shift [that is generally interpreted as a recessional velocity] would be seen no matter what side the galaxy was viewed from.

Recently scientists have come up with a theory called "the standard model". It was needed because 96% of the universe was missing! The only thing that we could detect in the universe were atoms, which are tiny particles making up everything around us. In this standard model, they proposed that the rest of the universe was made up of an unknown substance called "dark matter", which accounts for 24% of our universe. The remaining 75% of our universe seems to be held together by "dark energy". So the discovery of this ring helps prove this theory.
