is there also a flat coat where i can paint instead of spray?

I always spray the flat coat as the LAST thing !!

And, I only use spray coats... though Testors DOES have matte-coat in a bottle (for airbrushes) that you could apply with a brush.

If you're applying decals, it's always best to apply THEM on top of a glossy surface, and then over-coat them with flat spray

Flat coating is the last thing you should do since it will seal everything in. I know about coats you can use a brush with but have only used sprays for best results.
Make sure it has dried thoroughly before handling and try to pick a day when the moisture and humidity is low.
