Fish continually drink water--as with most animals, water is necessary to deal with excess nitrogen, and since fish have ample access to water, they just continually drink it in and use it to filter waste out as ammonia.
As for tears, there has been no tear film found on fish eyes. Instead, they have mucus glands in their skin that secrete a protective layer that helps with immune defense and aids in movement through water.

They don't cry or produce any type of tears.
Freshwater fish do not drink and saltwater fish drink constantly.
