If you value your friendship, then Yes, you should tell him. It's just a simple matter of courtesy. Would you rather he find out the news on the street or elsewhere? Or do you think he would rather hear it from You, his friend's mouth. Tell him. He'll appreciate it.

Most definitely. It would be a courtesy which might mean the difference between maintaining your friendship and losing you friend. Your friend, as most older brothers are is protective of his sister and he would feel like you were sneaking around behind his back with no good intentions if you didn't mention it to him beforehand.

Talk to your friend. Let him know you're asking out his sister first.
If he is completely against it, wait a while...
But you should ask her out if that's what you really want to do. Just keep in mind about your friendship. It really depends on his personality.

It shouldn't matter but I'd tell him out of courtesy. I know some brother's can get a little shirty so be gentle with him.
