I wouldn't be surprised if whatever flag they fly at "Liberty University" is flown at half-mast, but I doubt that the stars-and-stripes will be tugged down the pole at your local post-office. Jerry, after all, while a political hopeful, was essentially a proponent of a brand of fundamental Christianity and an advocate of a brand of morality -and, as well all know and as Jerry would not doubt agree, the government can't get involved in official US recognition of religious characters.
But this raises the question of exactly WHAT the process is for deciding when to fly the flag at half mast in ther first place. The answer, not surprisingly, is in the United States Code. The law gives the usual list of occasions you'd expect, but also gives the President some pretty broad authority to order the flags down for "other officials." And, so can state governors.
It's all in Title 4 of the US Code, which also covers the etiquette for draping coffins and the like. Read all about it:
