Harold Brayman (1900-1988) graduated from Cornell University, left a successful career as a political journalist to join DuPont in 1942, and took over the Public Relations Department two years later. One of Brayman’s key early innovations, the precinct system, was derived from politics. Under this system, distinct segments of the public were identified and targeted with a finely tailored message. Brayman emphasized that effectiveness, rather than medium or the message, should be the test of any public relations initiative, and he cautioned management to be “ends minded, not means minded.” Aware that the taint of political logrolling made corporations vulnerable to public criticism, Brayman kept DuPont out of the Washington lobbying establishment throughout his career. Instead, he encouraged managers to press for critical legislation on an ad hoc, but personal, basis.

Brayman’s most daunting challenge came in 1949 when the Justice Department charged that DuPont’s General Motors holdings violated antitrust laws. Brayman effectively took the company’s case to the court of public opinion, by pointing out that more than two-thirds of the DuPont family members named in the suit were minors including “a hardened conspirator of eight months.” When DuPont sought tax relief during the final resolution of the General Motors case in the mid-1960s, it followed Brayman’s advice with top officials assisting key politicians in framing constructive legislation. Brayman retired in 1965, leaving DuPont management, in the words of Lammot du Pont Copeland, “determined to stay ahead of public opinion.”
