external angles have to be cut at 45 degrees however internal angles you scribe in to do this straight cut 1 bit and fix it down as plumb as possible mitre the 2nd piece as you would for an internal angle then if you cut with a coping saw all the mitre away you will be left with a perfectly scribed piece of skirting butt this up a little filler may be needed . i can do rooms in under 20 mins this way

To cut Taurus skirting board for corners. You must cut only one skirting board on the end at 45 . Then flow the edge with a pencil to high light the edge. Now you can cut along this edge with a coping saw. now you will have the profile of the skirting board so you can now push this to another piece and it will be a good fit.

you don't mitre joints on tourus in corners ..at least not internal ones ..you need a coping saw and a standard saw ,...you fix one piece without anything taken off ..then you mark on another piece the thickness of the skirting on the end ..then you cut off this until you get to where the tourus starts ..you need to mark the profile shape on the bit you are cutting ..then with the coping saw cut out this shape ..you have to be very neat ...the piece you have cut should then butt up to the fixed piece without any gaps ...practise makes perfect ! this method is called scribing and is what a pro chippe would use

As 4sale says for the internal joins for the external you could do with a sliding bevel as corners are rarely 90 degrees.
To do this adjust the bevel to the angle of the corner, draw it on a board then use a offcut of skirting board to draw lines Parallel to the ones you've just marked.
thats the angle halfed set your bevel and transfer to your skirting board/ mitre saw/ circular caw
this might help, it's difficult to explain

Go to a good diy store like b&q you can bye a mitre board with the angles already cut in the board ,you lay your skirting board in the mitre and just follow the cut in the mitre. the mitre boards are about £9 .
