First of all how can this Question come under Biology???
For the answer read below.....

1:8 by mass.Atomic mass of hydrogen is 1 and of oxygen is 16.Water's chemical formula is H2O. (2*1) : (1*16) = 2 :16 = 1:8.

it has to do how many moleculars you mean :-) in one molecular it is 2:1 in a two moleculars we can say 4:2 so the hydrogen is alway 2 times more than oxygen.I hope the water you mean is the clear chemical and sterilized water and not that one in the lakes because we have there not only H2 and O2 but also oxygen mixed in the water :-).The colder the water is the more oxygane from the atsmosphere you have

well you see, that my friend is a tricky subject. My chem teacher said that the reason H2O particles can bond together (like a water droplet) is because there are two different forms of water, thus two different ratios. There is H3O and H2O. The water molecule is constantly "sharing" electrons, so depending. It could be 3:1, or it could be 2:1.... I can't explain it very well but here...
