It isn't quite as strong as 'smart a** but generally used in a fun way to describe someone that's just "oh so clever"

I was taught that it was like a person who was a know-it-all.
What you might call someone today is Mr./Mrs. 1-800. They are just full of information (some of it relevant , some not relevant) to the conversation.
