I have my Bachelor's and Master's degree from the University of Toronto and my goal is to go to law school, but my GPA isn't very high (3.0). Would it benefit me if I went to college and did a two-year paralegal (law clerk) degree and became a paralegal for a couple of years before applying to law school?

Getting into Canadian laws schools are extremely difficult, where the average GPA is 3.6 and the add the the difficulty there are only 12 law schools in the entire country. Applying to U.S. law schools is a possibility I might consider.

A Bachelors and Masters is already a good combo, many entrants only have a bachelor. Like Doc Hudson said, take the LSAT, many law schools look at this closely and it is one of the biggest factors for entry into law school. If you blow your LSAT, I would take another MA in the field of psychology, business, philosophy, political science, or family studies. I can see this benefitting you more than a paralegal course will. Good luck!

Take the LSAT as see how you do. If you score high, go ahead and apply to several law schools. If you don't do well, take the paralegal course and then retake the LSAT (or its Canadian equivalent).
