Mostly the crystals used in textiles are set in a metal or plastic holder so you can sew them on.
If you use them on a rigid underground you can glue them on, with or without holder.
If you need to use them on textiles and they have no holder, and no hole (like a bead) you can try to embroider over all the edges and hope to make the opening at the top small enough to hold them, while still letting in enough light to let them sparkle.

Putting any layer of anything on top is not recommended, because it will always be seen.
