No.

Such philosophies emerged out of a concept of feeling powerless in the world. They are, however, indicative of people who assume more responsibility than is theirs.

The two issues usually go hand in hand.

Depends. We don't completely control our circumstances, but the fact that we can consciously change our circumstances in life shows that we have some creative ability in that area.

There are a lot of things we don't have control over, but there are many things that we DO have control over that people don't really want to believe that they do because it would mean they actually bear some responsibility in their own life.
When you are younger, you are bound more by others, but once you get to an age where you are making your own decisions (and that age is a lot younger than you think) then you do actually bear more resposibility and can create your own circumstances. People just don't want to realize that.

Altogether, though, it is hard to say just how much we are bound by other forces, whether they be economic, social, political, etc. but saying we have no influence in those circumstances is irresponsible and absolutely wrong.

Honestly, it depends on the situation. Like what was stated before, there are some thing we cannot control but there are things that we can control, that could end up with us in a good or bad circumstance.

Not entirely. We can't choose our parents or the environment we grow up in. We do allow others however to treat us good or bad. I believe your surroundings do reflect the way you feel inside.
