i ask becuz if there would ever be an emergency, in which each second was critical, does it mean call 911?

9-1-1 what is your emergency? Absolutely, when seconds count, call 9-1-1.
The dispatcher can give you life saving pre-arrival (before the paramedics get there) instructions.
Try to stay calm when you are describing the emergency. Remember location is the most important information you can give to help save a life.
