The schools you named are good ones. Be warned though, I have several friends that went to Moorhead and they were bored to death because there's nothing to do out there. The U of M Twin Cities is your best bet of those listed but it's HUGE. An all around good school though. St. Scholastica has little or no reputation, so I'd skip that one. Depending on your grades, Carleton and Macalester are really good schools to graduate from--but they're very competitive. St. Cloud State isn't the worst either, but kind of has a "party school" reputation.
If you're willing to leave MN, U of Chicago has a really good program, especially for journalism. U of Iowa also has a great program but once again, it's in the middle of nowhere.
My advice is to go wherever makes you happy, not the "best" school. You'll be glad you did the in long run because you'll be much more content and less stressed.

Of those, the rhetoric program at Minnesota is far superior to any of the other ones.
Concordia and Saint Scholastica do not compare, and the absolute worst place to be is St. Cloud State.

Don't know from any personal experience, but I have read about the creative writing program at the Univ. of Iowa
"The University of Iowa Writers' Workshop was the first creative writing degree program in the United States and the model for contemporary writing programs"
Also, you might want to look into Columbia College in Chicago.

uninversity of wisconsin madison is an excellent all around school, if you have the credentials you should look into it, not quite sure about writing program
